Unregistered Checkout

We’ve recently determined users who want to register for events can’t checkout if they are not logged into WordPress.
When the unregistered user gets to Checkout, they have to fill out the registration form like normal but when they hit Place Order it just refreshes the page.
We allow guest bookings but do not have the No-User Booking Mode turned on.

The big tournament is fast approaching and we’d like to resolve this issue as soon as possible.
