    Looks like they are using WordPress so would guess people register (they are probably of the Role, Contributor) and submit posts, then editors approve the posts. That would mean that upcoming posts page is a display of posts that are likely displaying ‘pending’ posts. And they must have some ‘poll’ or ‘rating’ type plugin so users can vote on a post.
