@msdsl the reason this behavior was added was to reduce the height of the asset’s row and to actually avoid confusion (you’re saying it’s odd behavior, which is interesting as it shows that other users have different opinions about it) by hiding irrelevant options. Since no bulk rule is chosen (e.g. unload everywhere, unload on all posts page, etc.), there’s no relevance to show any load exception as the options work together.
People complained (especially those with lots of plugins that added up loaded plenty of CSS & JS files) about having to scroll (even myself when working for various clients didn’t like that I had to go through big lists of assets) too much and thus, this change has been applied. Combined with other changes, it has reduced the height of the list considerably.
I understand you got used to it and you would rather have it the way it was. What I can do is offer an option to show everything by default (I’ll think of something) as I understand there are users such as yourself who already are very familiar with the old layout. It will likely be implemented in the next weeks (please use what you have for now as the functionality is the same, no feature was removed, just changed in terms of layout).
