Updates not taking effect

I am getting some URL loop errors and think it may be because of a link in my top bar. The issue is that I have an image link that is showing a different URL than what I have in the CSS / HTML settings.

Here’s the home page — https://www.wehangchristmaslights.com/

You’ll see the Canadian flag image with a link – https://www.wehangchristmaslights.com/canada-2/

In my HTML settings I have the HTTPS version (https://www.wehangchristmaslights.com/canada-2)

If you hover over the flag and look at the url it shows the non-https version.

So in one place I have the https link and on the actual page the link shows as http.

I have cleared the cache using W3 Total Cache and do not know what to do next.

Can somebody please take a look and let me know what I’m doing wrong?
