Updates to Post Visible on home page, not on single post

    I have 4.9.10 install.
    If I edit a post, I can see the changes while logged in as admin.
    Same changes are not visible in incognito or to users.

    Testing Done – All plugins deactivated and twenty nineteen themes + Cloudflare paused.

    I check for server caching. Another site on the same server doesn’t have any problems.

    Checking PhpMyAdmin shows the new edits.

    New edits are visible on the home page extract. But, not visible when viewing a single post.

    4.9.10 to 5.2 (had the same issue)
    5.2 to 4.9.10 (only the core was updated)

    I’m not sure what else to check and why users, not-logged-in can’t see the updates.

    There’s no caching plugin or server-side cache.

    What else could be causing this issue?
