Updating Admin Email

When I select general settings > general > Administration Email Address > enter a new email > select save changes > “There is a pending change of the admin email to [new email]” shows at the bottom. However, the email is never received. It has been this way for the past two years. The email never came. There was only one ticket I saw submitted for this issue over a year ago which promised an update was coming. I tried to change the email again today and it was the same result as I have been getting for the past years. Nothing.
