Updating an old WordPress site

Our business has an old WordPress blog that is difficult to customise and manage. We would like to create a new WordPress blog with a different theme and domain name. Is it possible to create the new blog under the same username and account? How can I check if the old blog is a premium account? And if so, can one premium membership pay for the running of 2 blogs while we customise the new and transfer old content?
