Updating the CSS Date missing

Trying to add the date inline with the byline.
Also updating the CSS dont update the site.
Under appearance menu I select > editor > CSS and I also have another option for custom CSS appearance > edit CSS

Basically I’d love pay someone to help me with the blog as I extend it and have some to do there. If you can suggest where I can get good help (tried odesk in the past.. no great success)
