Updating through .csv

When I download in .csv basis in the database there are no fields filled with cyrillic instead of them is simply empty. When I fill manually with cyrillic a name and a surname, everything remains in the database and is displayed on the page of the website correctly. What’s the problem? csv in utf-8 encoding, the English characters and digits remain anyway. what to do? How to correct it?
