    This took me some time to find. When I updated my site on my local development machine, to 6.3, all was well. So I uploaded to a production server, and suddenly, I was missing some CSS. I did all the usual stuff (deactivating plugins, clearing browser cache, etc.) but the problem persisted. I could see that one of the files not downloading was the file that had the navigation/style handler. The <link> tag was not in the head. Upon checking the network tab, I saw that my localhost was downloading 76 assets, while my production server was only downloading 71. Reverting back to 6.2.2 fixed this.
