upgrade failed cannot login to admin

    I manually upgraded after the automatic installation failed. I followed these directions but still get this error: Fatal error: Call to undefined function is_network_admin() in /home/shopusa/public_html/blog/wp-admin/includes/menu.php on line 10
    Here’s the link to the login page I cannot login to admin area to disable plugins at this point

    Your upgrade did not complete successfully.

    Try:
    – switching to the Twenty Ten theme by renaming your current theme’s folder in wp-content/themes using FTP or whatever file management application your host provides. You may need to try logging into your site to get this to kick in fully.

    – resetting the plugins folder by FTP or phpMyAdmin.

    – re-uploading all files & folders – except the wp-content folder – from a fresh download of WordPress.

    – re-running the upgrade manually using wp-admin/upgrade.php.

    did everything and followed the resetting the plugins but I cannot log into admin

    Thank you so much esmi… I can get into admin, but now I can’t upgrade the plugins automatically…

    Could not create directory. /public_html

    Got any thoughts about that?
