Upgrade glitch

It was telling me I needed to upgrade to the latest version.
It wouldn’t give me access to the plugin on the dash board to upgrade. So I read on your install to ftp the upgrade in, done.
Same message there with new language you need to activate um for um notifications etc to work, but I can’t get to the Wp plugins on the dash board because it only shows the message telling me to activate for it to work.
