Upgrade trouble: v 2.3.1 to 3.2.1

My webhosting plan came with v. 2.3.1. I just got turned onto WordPress and have followed the instructions for upgrade to 3.2.1, but every time I login to my wpadmin, it still says I’m in 2.3.1 and I don’t see the features I would expect with the upgrade. I even deleted the whole program manually from my server and reinstalled, but the wpadmin still says 2.3.1.
I’m using Hostcolor and cpanel and have a pretty high experience level with computers – code my own website etc.
Any advice for the wp noob here would be greatly appreciated.
