Upload email not making it to the User

The notifications that are sent upon new uploads are sending file to the administrators. However, the notifications of new uploads that are sent to the users (aka clients), are not working. I’ll provide three examples:
Main Site Administrator: Admin 1
Logged in as: Admin1
Admin Notification sends to: Admin1
User Notification sends to: Admin1Logged in as: Admin2
Admin Notification sends to: Admin1
User Notification sends to: Admin 2Logged in as: User1
Admin Notification sends to: Admin1
User Notification sends to: User1My wordpress guy says that it has something to do with the following:
“When using the wp-mail function, you have to set the variable “$to” as the user who will be receiving the mail. From what I can see, $to is always set as the email of the user that is logged in. So if I log in as ‘admin’, it will send the user to the admin email. What I think they need to do, is set the $to variable as the email of the user that the file is being uploaded to. Otherwise it doesn’t make sense.”
I have the premium version. Please provide instructions to correctly send the doc upload notification email to the User.
