Upload files – Only for admin

Hello,
Is there any way to restrict uploads to Admins only (or specific roles) ?.

what i need is : All the members can view/download the files but they can’t upload…

Is there any coding to do for that? i just want upload for Admins only…

Also, if not possible by coding, there is any 3rd part plugin can do this with buddydrive ?
