Upload is not available for guests. Bug or Feature?

    I allow users to post a bbpress topic without registering with my website. (In Wordress Settings > Discussions the option “users must be registered and logged in to comment”).
    For some reason the upload option is not available for users that are not logged in. Is this a bug or a feature? Is there a way to enable attachment upload for guests?

    There is no way to do this because WordPress requires each uploaded file to have a user that uploaded the file, and guests (not logged in) have no user ID. Also, allowing anyone to upload files without knowing anything about them is not good idea.
