upload multiple photos

On your review edit screen, you can add a Gutenberg Image Block to add more than one image in the review. You can find more about the Gutenberg Image Block here:

Sorry, I mean on the frontend of the site so USERS can upload 3 pictures.

That’s not possible, unfortunately. I can note it down as a feature suggestion, but I wouldn’t be able to say if or when something like this might get added.
