Upload stuck at 0.01%

Hi,
I am trying to upload an export file (size 530 MB, provider is 1&1 Ionos), but the upload is stuck at 0.01% and I do not see any upload going on in my network.
PHP settings are already increased as follows:
memory_limit = 1G
max_execution_time =30000
max_input_time = 30000
post_max_size = 1G
upload_max_filesize = 1G
What am I doing wrong?
