Uploading images problem-permissions

I got this error when I tried to upload my first picture

Unable to create directory /export/home/http.users/www.atp.ie/blog/wp-content/uploads/2006/04. Is its parent directory writable by the server?

I changed all the permissions to the ones recommended in the codex. What should I do now?
