UPS Integration from user side in Woocommerce?

I am facing an issue/query/confused with one requirement of Woocommerce. Actually one of my client need to integrate UPS in Woocommerce Website, but the requirement is little bit awkward.

Client Requirement:

Every user who have UPS account will logged in to the Woocommerce site while purchasing product. As they have UPS account, they will have some unique identity of UPS lets say there own secret key, which will be filled in from the my account form by giving a custom input field.

When user reached checkout page and if they selected UPS shipping, then the amount will be deducted from the UPS account of the respective user and only the rate of the product need to be paid on the site.

Let be more clear with example:

Lets says User A get logged in to the Woocommerce site.
He/She fill up there UPS unique id in my account of the site
He/She will purhcase a product ABC worth $100.
On checkout they selected UPS shipping method.
so lets say the total amount will be $110 including $10 as UPS shipping charge as per the default logic of the site.
So what happen now is $10 should be deducted from UPS account of logged in user and $100 need to be paid on site.
Hope i justify the requirement
