Do you have a section in the dashboard to add “Custom CSS”?

In appearance it only has Edit CSS, I have only been using WordPress for a few week so i am still a novice at these things, Thank you.

‘Edit CSS’ sounds like a the Custom CSS option provided by Jetpack.
If it is, start by entering this CSS modification to it;

#container {
 min-width: 1100px;
}

You may also need to write styles that override Media Queries for particular elements.

Is there anyway to just disable being able to view my site via a mobile view altogether?

I do have Jetpack installed also
