URL Structure in celss

Hi, im trying to add the following code into a cell, it should insert an image, center the image and then provide a url that opens in a new tab,
<center><img src=”https://staging.balidiving.com/wp-content/uploads/2016/02/Blue-tick2.gif”/></center>
the issue that i have is when it opens a new tab it copeis the first part of the website url into the new tab as well, so where it should go to
https://www.padi.com/elearning-scuba-registration/default.aspx?irra=25261&CourseType=ow
it doesnt, instead it goes to
it shouldnt take the first part of the url
https://staging.balidiving.com/padi-dive-courses/padi-elearning/
but it does, any advice please.
