URLs instead/inside of privacy policy/license statements

Hi, Just installed your plugin and I like the idea of accepting license/privacy policy (etc) statements. However, in general especially a policy statement is too big to put on an “add user” page, so is there a way I can drop a URL in the statement to the relevant policy as posted on the site itself, preferably in a way that causes the policy to open in a new window?
