Use Block / Code programmtically in theme?

I thought about adding shortcode to modify the map output, example before_map_block_leaflet & after_map_block_leaflet
So it is possible to wrap the map in div with a class or whatever.
Are you thinking about something like this?

If you want render the map using shortcodes use the plugin https://www.ads-software.com/plugins/leaflet-map/ the developer still supports the plugin and it works perfectly.

I didnt mean actions, just was hoping for a simple way to get the code by using a php-function additionally to the block use in designs as I need to change the location according to a post meta.
