Use “Choose your file” instead of Media Uploader

    For “normal users” (Subscribers, Contributor), the file upload input is used. Only users who have upload_files capability (Admin, Editor, Author) can use the Media Uploader. This behavior is fixed and can’t be changed using hooks for the current codebase.
