Use mobile top menu toggle to display secondary navigation (?)

I’ve almost got this theme where I want it.
I’m using the leftmost secondary sidebar for my site’s main navigation–which is a problem when viewing it on smaller screens, as the secondary sidebar drops to the bottom.

I need that menu at the top. Is there a way for me to hijack that top menu toggle to trigger the secondary navigation instead of primary navigation?
