Use of wordpress for a fluid/responsive layout on my website & backend

Guys,
I’m building my 1st serious website and in FF all is good! I’m not very experienced!
I currently have two main issues on the website im building. The index which is the only css file containing most measurements in % not px still displays differently in different browsers and monitor sizes.1. Need a fluid/responsive layout on my website. Or at least to display equally everywhere!
2. Also need the client to be able to insert text and images by himself without using the html. Therefore wordpress as back-end.I was advised wordpress as the solution? But what’s holding me back is that I need my site to look exactly as it is (now); but in wordpress!
Is this possible? It looks like it needs massive compilation and i dont have much time left…Please shed some light if you have a minute as i need this site working asap.
