Unfortunately there’s so much of a learning curve (and frustration) with Gutenberg, that my clients just don’t want to deal with it. So the Classic Editor plugin is a critical part of my development stack when creating a new site or managing an existing one.
I would encourage WP to make the Classic Editor the standard again, and keep Gutenberg as a plugin.
