Useful but insecure

This plugin adds some great blocks – but it writes to the plugins directory.

That means that if you’re using a professional workflow with appropriate security (live site is read-only), or use Docker, this plugin won’t be able to rewrite its CSS. I raised this with the authors, who indicated they didn’t intend to fix it. This file should be written to wp-content/uploads, not wp-content/plugins/ultimate-addons-for-gutenberg.
