user account not wordpress account

Hi I’m looking for a plugin which will allow users to register for a service I provide (Not access to wordpress)

Users would complete a simple form, email address telephone number and click register.

The next page confirms their registration and provides a 6 digit random and unique pin and instructions on how to use.

The same details will be email to the user

The details are written to a database (email, telephone and pin)

If the user tries to register a second time the plugin will provide an error screed and ask if the user wants the details reconfirmed via an email.

Is this possible with this plugin?
