user created petitions

i’m trying to find some kind of plugin that would allow registered users to create their own Petitions or something similar in a WP site. can’t find anything like that in the plugins search. i’m betting some of you WP addicts (one of which i’m quickly becomging) would know of something that does something like this. i can hack it to my needs if i had something close.
