I understand that you want your customers to log in and get approved before checkout

You will need to change some settings and install a user role plugin to achieve this.

if possible to required the user to logged in before checkout their product

To have your customer create an account and log in before checkout: Go to WooComemrce >> Settings>> Accounts & Privacy and change the Guest checkout settings to Allow customers to log in to an existing account during checkout

will not continue to place the order unless they are approved members?

The WooCommerce core does not come with this functionality, but you can achieve this using a plugin such as Approve New User Registration. You can create a presale ticket before purchasing the plugin.

I test it and checkout a sample product but still why I can access the checkout page even I am not logged in?

I am unable to replicate this issue on my test site, as a user is required to be logged in before proceeding with Checkout when enabling Allow customers to log in to an existing account during checkout within my site Accounts & Privacy settings, as seen in the screenshot below:

It is definitely a possibility, as it could be causing a conflict. Since you suspect this may be a cause, kindly deactivate this plugin, and see if the issue persists?

Additionally, please update your WooCommerce Database to match the core version. This can be done via?WooCommerce?→?Status?→?Tools?→?Update database. Below is more detailed documentation on this:

Please ensure that you have a good?backup?of your?full site and database?in place before doing the updates, so that, should something go wrong, you are able to easily restore your site to a functioning state.
Most hosting providers have this included in the subscription however, you may also consider using a service such as?Jetpack, or a plugin like?UpdraftPlus.

If the issue is still present after updating WooCommerce core and the WooCommerce Database, it may be best to perform a full conflict test, to rule out any theme/plugin conflicts.

The best way to determine this is to:

– Clear site and browser cache
– Temporarily switch your theme to Storefront
– Disable all plugins except for WooCommerce
– Repeat the action that is causing the problem

If you’re not seeing the same problem after completing the conflict test, then you know the problem was with the plugins and/or theme you deactivated. To figure out which plugin is causing the problem, reactivate your other plugins one by one, testing after each until you find the one causing conflict.
