User Level Customization Plugin

Has anyone created a plugin to allow customization of the functions various user levels can see and utilize?

My users need different functions–things they can do and things they can’t–than what the Codex lists (https://codex.www.ads-software.com/User_Levels). For example, editing of timestamps is only available at Level 5, but so are the abilities to create pages and to edit/promote lower level users–two functions I’d rather not grant.

After looking around the forum, I know I’m not the only one who could benefit from an Admin plugin panel whereby, say, a list of functions are presented with radio buttons to determine the minimum user level that may access them.

(Incidentally, I tried the hack found on this forum to allow editing of timestamps below level 5, but it doesn’t work. <Level 5 users can SEE the edit timestamp, but their posts publish instantly regardess of the future date.)
