User Permissions for plugins

i was asked to create a user account that will have the permissions to write/edit posts/pages (editor role). this user also needs to be able to access a plugin – cformsII, he should only be able to see the tracking tab, i.e. to view the records stored in the DB, but he shouldn’t be able to add/edit forms. any suggestions on how this can be done?
