User permissions to ONLY see Flamingo?

Use this plugin to set up a new role called ?Flamingo readonly?.
This role needs just 3 permissions granted: edit_users and read and level_0 (deprecated)

Do i have to be an admin to access Flamingo? Because I’ve assigned someone as an SEO Manager but he can’t see flamingo!
