User Profile Picture not showing up

Hi, user profile photo is not showing up to guest users. However, if they logged into the forum, they can see user photo. It was working fine before and I’m not sure why it has stopped. I’ve enabled Avatar in WP, member profile settings etc..no luck..see the image belos.
