It sounds like you are looking at a combination of:

1. Using our Community Events premium add-on https://theeventscalendar.com/product/wordpress-community-events/ which lets users use the front-end for modifying only their events
2. Adding some user role management into the mix: https://theeventscalendar.com/knowledgebase/making-members-calendar/ and https://theeventscalendar.com/knowledgebase/admin-roles-and-permissions/
