Show some plugins’s items to admin bar

I use pro version.
I want to show purge cache options of flyingproxy to Shop managers. https://www.ads-software.com/plugins/flyingproxy/The weird thing is they can see this plugin’s setting by default. https://www.ads-software.com/plugins/simple-admin-language-change/
How I can choose what options to be seen in admin bar?
