User submit achievements receive badges

Hi guys,
I am trying to set up a website where people can create a profile and submit their achievements through a form. These Achievements shall be visible to them and they should be able to update them now and then.
Once they achieved a certain goal I will manually unlock a badge on their profile overview visible to public.

I am struggling with the way of how to submit that and keep it visible on their “my Account” page and publicly…
