User tracking is on by default, but should be off

    GDPR is quite clear that user tracking must be opt-in instead of opt-out; the default option should be no tracking. However, we can see that Jetpack turns on tracking by default. Can you make sure that (at least in GDPR countries, maybe by checking the country_code cookie you set) the default setting in “Privacy” for tracking is “OFF”?
