Users are able to vote every 24 hours

Hello.
I have set Max Votes Overall to 1 and Max Votes Per Photo to 1.
Tracking by IP Address.But the user who has already voted is still able to vote after 24 hours.
How can I change that?Thank you for this great plugin.
