Did You manage to recreate this issue, because I’m getting the same issue on my localhost, on clean install of WordPress and just using https://www.ads-software.com/plugins/user-access-manager/ and https://www.ads-software.com/plugins/user-role-editor/ to create new role and assign some rights to it. But, it didn’t working with default roles of WordPress.
