Users are not seeing Login Error Messages

Have just installed today. Error messages are not displaying when there is a login mismatch. i.e. I just get the response “incorrect login details” rather than the default. There is an over-ride happening somewhere. So in effect – the user would does not know if they have been locked-out.
All other functions seem ok.
