Users management plugin

Hi,
I’m looking for a plugin to manage users and content, so maybe somebody would recommend me one.
I need be able to create a group which will be used for restricted content access – group will see only specific pages.
Important: Inside each group, I need a user (an admin or manager) who will be able to add or approve users ONLY for his group and will not be able to access other groups.
