Users not being created

Concerning the first issue, where accounts are not being created during checkout, this is a known problem that we’re working on:

As for the Cart block still showing the shipping cost even though you disabled that in the block settings, that might be because you also have a Default Customer Location configured under WooCommerce > Settings > General. Try setting it to no location, like so:
