Users not receiving emails to activate their own sites

For some reason, my network is no longer sending emails that allow new sites to be activated.
I have allowed that both sites and user accounts can be registered. Until Dec 16th, I was able to get the ‘welcome email’ letting me know that new sites were being registered. And in fact, I did see that a few new sites were added.
I no longer am getting notifications, nor am I getting new sites registered…
I have changed the home theme, but I do not see how this could change the overall dynamic..
