Users with email address updates are being listed in MailChimp twice

My client has to reimport his entire users list every month due to a master organization determining month to month who’s still authorized to have access to his “chapter” site and who has been added. Members can modify their email address at the “master” site, so an update to the existing user’s email address is made during the reimport of the users.
I am finding that any exiting (not new) user that updated his/her email address is showing up in MailChimp listed twice – once for each email address and both are shown as subscribed. Is this to be expected or is something wrong? We would prefer that the the same user be updated but worst case we would expect the user/subscriber tied to the pervious email address be unsubscribed.
