Using hashtags in anchor linking to different part of page

    When I try to create a link such as <a href="#test">test</a> multisite is setting the absolute path to this link because of the hashtag, I tested removing the # and the link stays just a href="test" so it’s because of the # hashtag.

    I’ve disabled all plugins, and i’ve activated twentytwelve so this isn’t related to a plugin or template.

    My multisite is setup to use sub-folders if that matters. Why is it adding the absolute path to my links when a # is present?
