Using plugin with Recaptcha

Hi, I want to use 2FA only for admin users, and have recaptcha for All user on my login page. As 2FA is only for admin, i do not want to show the 2FA input box to all users and have checked “show code input on second screen” assuming second screen will be shown only to admin users.
However when i use the second screen input to enter the code, it always gives an error “ERROR: You have entered an incorrect CAPTCHA value.” – so basically i am not able to login
I am able to login when second screen is removed and code input is on same screen- but then input box is shown to all users
please suggest how to fix this?
