My customer has an existing Joomla website hosted with BlueHost but will be moving their hosting to Godaddy in 2 weeks. The domain is hosted with Godaddy with the nameservers pointing to BlueHost.

Typically, if a customer has an exising website,I create a /wordpress/ directory and build the site within it and when we are ready to go live, I use the “Giving WordPress It’s Own Directory” steps.

Correct me if I’m wrong but the problem is I don’t believe I can setup wordpress on Godaddy hosting if the domain is pointed to the Bluehost Servers. And if I point the nameservers to the new Godaddy hosting, the existing website will be shut down.

Not sure how best to proceed. Any advice would be much appreciated.

Correct. Some hosts will provide a temporary domain – so you could ask about that. Or you could register a “throw away” domain name for the development purpose/site. Either of these will necessitate changing the URL’s/file paths when you switch the site over.

Thanks for your help. They do have about 20 domains. If I choose to setup the site with another domain during development, where can I find information on how to modify the URL’s / File Paths?

See Changing_The_Site_URL for details of how to do this correctly.
